HUD issued the “Smoke-Free” Public Housing Final Notice in the Federal Register on December 5, 2016. The notice required that all public housing become “Smoke Free” within eighteen months after the publication date. As a result of this mandatory HUD requirement, all of St. Clair County Housing Authority (SCCHA) public housing properties and buildings became “Smoke Free” effective July 1, 2018.
