The St. Clair County Housing Authority (SCCHA) administers two basic types of federally assisted housing programs --- property based assistance programs and a tenant based assistance program.

The tenant-based program is called the Section 8 Housing Choice Voucher Program (HCVP). The HCVP program provides rental assistance to participating families residing in privately owned dwellings.

There are three types of property based programs, including:

 Public Housing (there are 18 different locations, each with its own waiting list).
 Multi-Family Housing (with locations in Brooklyn and Belleville)
 Rural Development Housing (with locations in Lebanon and St. Libory).
